Operational and Safety Effects of Using Left-Turn Lanes with Substandard Lengths at Unsignalized Median Openings: Case Study in Houston, Texas
Abstract: For median-divided roadways, the AASHTO Greenbook specifically encourages the use of left-turn lanes at median openings to eliminate stopping in through-traffic lanes. However, in urban areas, the Greenbook requirements for the lengths of median turn lanes often exceed the available length between two adjacent openings. Thus, left-turn lanes with substandard lengths have been in wide use at median openings on urban arterial roads. The objective of this study was to investigate whether it is operationally effective and safe to use median left-turn lanes of substandard lengths at unsignalized median openings. For this purpose, an analytical model was developed to estimate the delay incurred by left-turn vehicles as they decelerate in through-traffic lanes in preparation for the left-turn maneuvers. A case study was conducted on a 3,000-ft corridor on Jones Rd. in Houston, Texas, where eight median left-turn lanes have been installed, all with substandard lengths. Using calibrated micro-simulation models as benchmarks, the proposed model showed reasonable performance. Analysis of pedestrian-vehicle traffic conflicts in street designs with elements of shared space
Abstract: This paper investigates changes in pedestrian-vehicle traffic conflicts in urban streets redesigned according to the principles of shared space, using a recently developed Pedestrian-Vehicle Conflicts Analysis (PVCA) method. In a first step, the PVCA method is revised to more accurately reflect the features of shared space: this includes the definition of a systematic process for identifying conflict occurrences on one hand, and the full quantification of the conflict severity grading process on the other. Then, the refined PVCA method is applied to a case study in London, using video data from periods before and after the redevelopment of the Exhibition Road site from a conventional dual carriageway to a modern design with some elements of shared space. Erection of Steel Bridges Across Large River for Shinkansen High-Speed Rail
Abstract: In the construction of Japanfs Shinkansen high-speed rail lines, the use of steel bridges is very low. The steel bridges that were constructed on the lines were primarily selected because of the conditions of construction logistics, such as time constraints on the period of erection, operation time and construction space. To enable erection under these constraints, the steel bridges were constructed using various erection methods. For this reason, special erection methods are often taken into account in the structural planning stage as well.The Hokuriku Shinkansen, a new high-speed line to be inaugurated from Nagano to Kanazawa in 2014, crosses the Chikuma River twice. The length of the river reaches 367km and it is the longest among Japanese rivers. Nagano prefecture, the region of the construction sites, hosted the Winter Olympic Games in 1998 and is known for its heavy snowfall. Due to the rivers and heavy snowfall, it was required to construct the bridges under various severe constraints. For the construction of the Nanohana Bridge (Chikuma No.5 Bridge), the period for erection work was limited. For the construction of the Apple Bridge (Chikuma No.4 Bridge), it had to be erected using limited workspace. Safety Effects of Access Points near Signalized Intersections
Abstract: According to the National Highway Traffic Safety Administration (NHTSA), every year over five million collisions occur in the US. More than half of these collisions are intersection and access point-related. The main objective of this research was therefore to develop a valid statistical model to estimate the number of access point-related collisions occurring at access points near signalized intersections.Geometric, traffic, and point-related collision data over 5 years, from January 2005 to December 2009 were collected for 108 sites. The average annual daily traffic (AADT) and 14 more independent variables were introduced into the model one by one in a multiplicative form. The final model was selected based on NLMIXED, a nonlinear optimization method, in SAS® to estimate the model parameters and the -2 Log Likelihood and Bayesian information criterion (BIC) statistical criteria. Finally cumulative residual (CURE) plots were used to check the goodness of fit of each model.Out of the 15 independent variables tested, only AADT, driveway width, and through movement queue at the intersection near the access point were statistically significant in developing the collision prediction statistical model. Safety Analysis of Suburban Arterials in Shanghai, China
Abstract: As urban sprawl continues to accelerate in China, more lands are developed along suburban arterials and more people use these roads to commute. This necessarily results in an increase of access points appearing along the suburban arterials, which lead to a raise of traffic safety hazardous. This safety problem requires in-depth analysis to better understand the relationship between roadway design, traffic operation and traffic safety. This study examined a total of 161 roadway segments (each between two adjacent signalized intersections) on eight different suburban arterials in Shanghai. Geometric design features, access point information, and traffic flow characteristics for chosen 161 segments were collected. A preliminary inspection of the data revealed that roadway segments from the same arterials share similar geometry, access and traffic flow characteristics. To account for the spatial correlation, Bayesian Hierarchical models were developed to identify the safety factors at both arterial and segment levels. Three hierarchical Negative Binomial (HNB) models were developed for slight crashes, severe crashes and total crashes. Model comparisons between HNB models and Negative Binomial models have affirmed the existence of spatial correlation. Results showed that the density of signal spacing along arterial (DOSP) on arterials has a significant influence on the three types of crashes frequencies. The non-uniform signal spacing has a significant impact on of the occurrence of slight crashes. At the segment-level, higher frequencies of slight crashes, severe crashes and total crashes tend to occur for the segments in inner suburban areas with curves, the segments with a higher density of access points, and the segments with higher percentage of large-size vehicles. Build It and They Will Yield: Study of Motorist Yield Compliance and Pedestrian Delay at Marked Crosswalks on Multilane Roadway
Abstract: The purpose of this report is to describe the interaction between motorists and pedestrians at various marked crosswalk locations along Cabrillo Boulevard, a multilane street in the Coastal Zone of Santa Barbara. Data on motorist yield compliance by lane, and observed pedestrian delay to cross are recorded in the presence of traffic, before and after the construction of pedestrian refuge islands and curb extensions. These data are assessed to describe the effectiveness of the treatment under actual field operational conditions. Overview of the Draft Roadway Access Management Guidelines for Port Authority of New York and New Jersey
Abstract: This paper provides an overview of the efforts by the Port Authority of New York and New Jersey (“the Port Authority”) to develop and implement a Roadway Access Management Guidelines document for its airports and ports. The paper first summarizes the process used, including extensive intra-agency coordination, to develop and refine roadway access management guidelines that were tailored for Port Authority facilities. The paper then provides an overview of the draft guidelines that were recommended for each of the primary guidance areas (e.g., traffic signal spacing, unsignalized driveway spacing, etc.). In many cases, the guidelines formalize the practices already used so that access management may be applied more consistently. The draft Guidelines document is currently under review by leadership in the Port Authority’s Engineering/Architecture Design Division with a primary focus on the administrative aspects, such as the variance procedure and language related to intra-agency coordination. Lake Champlain Bridge Emergency Replacement Project
Abstract: The Lake Champlain Bridge, also known as the Crown Point Bridge, was a historic steel truss bridge stretching 2,187 feet across Lake Champlain and connecting the rural communities of Crown Point, N.Y., and Chimney Point, Vt. It opened in 1929 with then-New York Governor Franklin D. Roosevelt at the ribbon-cutting. Since then, the bridge has served as a vital economic link between communities, which share hospitals and fire departments, as well as a link to the past but by 2009, the bridge had reached 80 years of service life, and a study was to be conducted to determine the need for possible major rehabilitation or replacement. Together with the Vermont Agency of Transportation (VTrans), the Federal Highway Administration (FHWA) and the HNTB design team, the New York State Department of Transportation utilized emergency standby contracts and an accelerated design-bid-build process to develop a plan to demolish the original truss bridge in just over two months, construct a temporary ferry service and to design and erect a new signature crossing in just over two years. Safety Evaluation of Access Management Policies and Techniques
Abstract: Access management is the process that provides (or manages) access to land development while simultaneously preserving the flow of traffic on the surrounding road network in terms of safety, capacity, and speed. These benefits have been increasingly recognized at all levels of government and a growing number of agencies are managing access by requiring driveway permit applications and establishing where new access should be allowed. They are also closing, consolidating, or improving driveways, median openings, and intersections as part of their access management implementation strategy. However, these decisions are often challenged for various reasons and there have been few scientifically rigorous evaluations to quantify the safety effects. Therefore, there is a need to provide additional information to help rationalize decisions related to access management so that agencies can better explain the safety benefits of their policies and practices. This study seeks to fill some of the safety-related research gaps, namely to quantify the safety impacts of access management decisions. More than 600 miles of detailed data were collected for corridors representing four regions of the U.S. Crash, roadway, and traffic volume data were collected for each corridor along with specific access management characteristics. Corridors were segmented based on area type and land use, and crash prediction models were estimated using generalized linear modeling. Budget Allocation for Dredging Project Selection to Maximize Waterway System Capacity Improvement
Abstract: This paper concerns budget allocation to dredging projects at the U.S. Army Corps of Engineers. Among a large number of projects requested, only a subset may be selected for funding. The benefit of one dredging project depends on other projects in order to maintain the system carrying capacity; thereby selecting a number of ports among all potentials should be considered as an interdependent problem. This paper proposes integer programming models and solution algorithms to select dredging projects to fund. The models consider the waterway network topology to improve the overall system capacity. The solution algorithms ensure efficient computational performance and quality of solutions. Estimated Impact of Selected State Department of Transportation Cost Reduction Initiatives and Effective Staffing-to-Workload Recommendations
Abstract: Due to the economic recession, many states have experienced a reduction in annual revenue and have undertaken cost containment initiatives, such as employee layoffs, employee furloughs, and hiring freezes, to reduce their operating budgets. This study serves a critical role in assisting state DOTs better manage their workforce, including both internal and contractor staff, in an efficient and cost-effective manner by providing an understanding of the potential impacts of cost containment initiatives.This paper first documents the results of a study conducted to identify the impact and costs associated with implementing cost containment initiatives. Data regarding the use and impact of various cost containment initiatives were gathered from state DOT staff though an online survey as well as semi-structured interviews with selected state DOT representatives. Results of this study show the prevalence of cost containment initiative usage, describe potential positive and negative impacts of implementing these initiatives, and provide methods to mitigate potential negative outcomes experienced following implementation. The second part of this paper presents information regarding staffing-to-workload modeling, which can be used the help better understand the staffing needs of a transportation agency. Effects of High-Visibility Enforcement on Driver Compliance to Pedestrian Yield Right-of-Way Laws
Abstract: This study examined the effects of a one-year high visibility pedestrian right-of-way enforcement program on yielding to pedestrians at uncontrolled crosswalks, some of which received enforcement and some of which that did not. The program included four 2-week enforcement waves, supported by education and engineering components that increased the visibility of enforcement. The study produced five results. 1. Enforcement led to a slow and steady increase in the percentage of drivers yielding right-of-way to pedestrians over the year. 2. The program produced a large change in yielding over the course of the year. 3. The program produced higher levels of yielding to natural pedestrian crossings than to staged crossing and the changes in both were highly correlated. 4.The effects of the program generalized to crosswalks that were not targeted for pedestrian right-of-way enforcement. 5.The amount of generalization to unenforced sites was inversely proportional to the distance from sites that received enforcement.Authors: Van Houten, Ronald G.; Malenfant, J.E. Overcoming an Environmental Surprise with Innovative, Fast-Track Technology: Case History Along I-69 Through Tennessee
Abstract: As Tennessee DOT was finalizing the route of the future I-69 through northwest Tennessee, a previously unknown, unregulated landfill was discovered directly beneath the proposed route near its juncture with a continuing segment into Kentucky. Tennessee DOT, cooperating with Tennessee Department of Environment and Conservation, implemented a rapid-response, technology-driven strategy to assess the costs and liabilities of crossing the landfill versus avoiding it. Following a concerted site-history investigation, an electromagnetic geophysical survey mapped the landfill boundaries, established the area of fill, and identified areas of waste segregation within the fill. A concurrent soil gas survey showed only isolated patterns of volatile organic compounds, often a driver for environmental mitigation costs. These results optimized locations for subsurface drilling, which deployed the waste-minimizing sonic technique. Drilling established the depth of fill across the site, which, combined with the geophysical delineation of lateral extent, yielded a waste-volume estimate of 65,000 m3 (85,000 yd3) within the proposed I-69 footprint. Chemical analyses were done for subsurface sonic soil cores, surface soil samples, the contents of drums scattered across the surface, and surface water. These analyses showed relatively modest environmental risks, suggesting that if the landfill were excavated, most of the soil could be handled as nontoxic special waste. Nevertheless, considering both design-build factors and environmental issues, the cost of excavating and building through the landfill ($33.5 million) exceeded that of rerouting slightly east of the landfill ($29.5 million). Construction Traveler Information Systems for I-35 Widening in Central Texas
Abstract: This paper provides an overview of the first phase of the construction traveler information system being developed for the widening of Interstate 35 (I-35) by the Texas Department of Transportation (TxDOT). Nicknamed “Main Street Texas,” the Central Texas portion of I-35 stretches from Salado to Hillsboro through the TxDOT Waco District. More than two-thirds of travel on the corridor is through traffic and approximately forty-five percent of the Texas population lives within fifty miles of I-35. The diverse users of I-35 create substantial demand, with some sections of I-35 seeing over 200,000 vehicles a day. Given this context and the fact that more than 1,000 businesses front I-35 within the District, the challenges of reconstructing 100 miles of interstate from 2 lanes to 3 lanes in each direction are significant. While the final configuration will include an intelligent transportation system (ITS), TxDOT recognized the need for continued traffic monitoring and traveler information during construction. There was a significant challenge of collecting and dissemination comprehensive traveler information across 14 different construction projects spaced over 100 miles The first phase capabilities include a comprehensive lane closure database, public lane closure dissemination, predictive analysis of lane closure impacts, en-route travel time dissemination and social media support. These capabilities are supported by an extensive array of ITS equipment, including Bluetooth readers, volume and classification counters and portable changeable messages signs. Economic Impact of Increased Congestion for Freight-Dependent Businesses in Washington State
Abstract: Congestion in the transportation system causes freight dependant businesses to alter their business model to satisfy consumer demands under uncertain operational conditions. Wasted fuel, lost productivity, and reduced mobility on the urban road network cost the nation’s network users billions every year. Despite the magnitude of this cost, it is not in itself useful to inform public policy at the state level. Instead, transportation agencies need additional knowledge to understand how industries are impacted by congestion, what their likely response will be to increasing congestion, and the net impact of these industry responses to the economy.Data from a survey of freight dependant businesses and seven IMPLAN models were used to calculate the costs of congestion and estimate the annual economic impact of increased congestion for freight dependant businesses in the State of Washington. Responses from freight dependant businesses indicate that consumers would likely pay 60 to 80 percent of the increased cost of congestion. Ultimately, this means that consumers will pay higher prices for freight dependant goods and freight dependant businesses will spend more to provide those goods. The primary areas of increased cost for freight dependant businesses were identified as additional trucking costs and inventory costs. It is estimated that the consumer cost for a 20 percent congestion increase, 60 percent cost realization, in Washington State is $8.7 billion. Effect of Advance Yield Markings and Symbolic Signs on Vehicle-Pedestrian Conflicts: Field Evaluation
Abstract: The Commonwealth of Massachusetts has made walkable communities a priority. Pedestrian safety is a key to the success of this objective. Pedestrians are at especially high risk when traversing unsignalized, marked crosswalks located either midblock or at T-intersections, especially when a vehicle adjacent to the driver is blocking his or her view of a crossing pedestrian. A number of treatments have been proposed as ways to reduce crashes at such crosswalks in such situations. Two such experiments were conducted in the town of Greenfield, MA, to assess the effectiveness of advance yield markings on drivers’ scanning for pedestrians and to study their yielding behavior. Advance yield markings consist of a line of white triangles twenty to fifty feet in advance of the crosswalk together with a sign indicating that drivers should yield at the markings. The first experiment was an observational one involving a staged pedestrian while the second experiment is an in-vehicle field study conducted on an open road course in Greenfield, MA. Results demonstrated that advance yield markings, coupled with the vacating of parking spots immediately adjacent to the crosswalk to clear the sightline of approaching vehicles to pedestrians entering the crosswalk, improved yielding compliance. Abstract: The recently completed NCHRP Research Project 12-79, “Guidelines for Analytical Methods and Erection Engineering of Curved and Skewed Steel Deck-Girder Bridges,” investigated the analysis of curved and skewed steel girder bridges. Over 70 bridges were analyzed in detail using a variety of 1D, 2D, and 3D analysis methods; for each bridge the results of the various analysis methods were compared to benchmark 3D fine element analysis results or to field measurements (when available) to evaluate their accuracy. The results were evaluated to determine appropriate levels of analysis for erection engineering of various types of steel girder bridges. Numerous findings and recommendations representing significant advancements in the state of the art for erection engineering were generated. While a few of the recommendations involve improvements to commercial bridge analysis software and may take some time to implement, the remainder of the findings and recommendations can be implemented immediately by bridge engineers performing erection analyses. The NCHRP 12-79 research team provided a succinct and practical summary of these immediately implementable findings and recommendations, in a format useful to practicing bridge design engineers, in what they called the Task 9 report. How to Submit a Discussion

Submit a Discussion
Attendees are welcome to submit a written discussion of any paper presented at the Annual Meeting. Written discussions will be considered for publication in the TRB Transportation Research Record series along with the paper being discussed. The author of the paper is given the opportunity to submit a written closure to the discussion. Please notify Rosa Allen at TRB by February 1, if you plan to submit a written discussion. When this notification is received, TRB staff will verify that the paper being discussed will be published and will provide the most recent version of the paper. This notification is therefore critical to ensure that all prepared discussions are used and to address issues in the most recent version of the paper in question.
The discussion manuscript should be submitted to Rosa Allen by April 15 in electronic format as a Microsoft Word file (6.0 or later version). For the criteria used for discussions and for information on how to submit discussions for papers, see the Information for Authors document online at the TRB Annual Meeting website, under the Participant and Attendee Guides.
